Because the phone exchange wasn't capable of keeping up with people who can use a ten-key calculator.
 
Why didn't they put the 26 letters of the alphabet in alpha order in a keyboard??? Why QWERTY?

I guess I'll answer my own question.
 
It's similar to why they phone 10-pad is different than the calculator 10-pad is.  In the day's of mechanical typewriters where arms, levers and springs had to lift the printhead up to the paper, the keyboard had to be set up in a way the SLOWED people down, otherwise they would type too zooming fast and the arms and print heads would jam up.
