Actually, the correct number of ways 4 letters can be written is 24, or as we engineers would call it Factorial 4, written as 4!, which is 4x3x2x1.

But in this instance, the letter O is repeated twice, so the correct number of ways it can be arranged is 4!/2, which is 12.
