I was searching for information on the Progressive Dynamics converter listed in the classifieds and got this link as the second page of my Google search.
 Not sure why it is presenting an unknown certificate that appears to be from the Department of Defense.

If you are talking about the 3rd search result on that page, I'm not sure why that particular link has an unknown certificate. But, I tried going to //www.gateway2russia.com and that worked.

And that was just by clicking on the link I posted, not any of the Google results

When I typed in the IP address listed I allowed the certificate temporarily and got this page

I allowed the cert temporaily...got a page that had this title.
 OFFICIAL GAZETTE of the UNITED STATES PATENT AND TRADEMARK OFFICE

Why would the Patent Office want a certificate from the Department of Defence (DOD)?  Typical bureaucratic gobbledygook.

I thought 3A was awfully low for a DC output.

So did I.  But that's what the data plate and the printed documentation state.  

The converter apparently came from an older popup that was being salvaged.  It was advertised on ebay as a 15A converter, according to the seller, ostensibly because it had a 15A power cord and circuit breaker.  

(I wanted a 15A converter.  Once I received the unit and found out the whole story, we went round and round.  The guy claimed ignorance, and I let it drop.  It wasn't worth the effort.  And besides, who am I to argue with ignorance???)
