Politicians...don't cha just love 'em? Closing the casinos and race tracks is probably a good thing, though.
Typical government mentality...when something happens (or doesn't happen), seek out those who didn't do it in order to punish them.

A vicious cycle. Shut down the things (lottery, state parks, even the casinos and racetracks) that ADD $$ to the budget, thereby causing budget shortages before you enact a budget and start everything back up.
