 tim5055I work as a regulator in Montana.  I can tell you that the state makes no distinction between graywater and blackwater.  Also, the rules may be different at state, county, town and private campgrounds vs. federal land campgrounds (USFS, BLM).  In my job, I mostly work with state and local regulations.   The fed rules I work with don t include waste disposal on federal lands....that info will have to come from somebody else.
 
 The pertinent (nonfederal) rules aren t available online (I just checked), and I don t have a set here at home, but when I get back to the office this week, I will copy the language out of my desk references.

 Our rules only address residential uses of gray water. I tend to agree with the ranger s recommendation (dumping on the firepit) but you may want to review our best management practices for advice. The BMPs address such issues as ensuring that gray water does not run off into a surface water or tha standing water encourages mosquitoes. Respond with your address if you would like to receive a brochure on gray water use.

 Since this hasn t been mentioned before and it is only  FYI,
 
 In most parts of AZ drilling for ground water (a well) means 500+ ft down.

 tim5055When we camped in Utah several years ago there were signs in state parks telling people not to dump grey water on the ground.  There was nothing about it in the national parks and forests.
