Arms attached to the roof brackets

I recently purchased an 84 Coleman and I noticed the bolts on 4 brackets which holds the roof on were loose and the brackets were slightly bent.  Is it normal to have some play between the brackets and the lift arms?  And, should the bolds be wrench tight or just snug?

I just got done repositioning the top mounts on my Jayco ("professionals" didn't install them right when the roof was replaced) and mine are just snugged up but not really cranked down tight. They need to be able to move a bit if needed, but not fall off.

I'm more concerned about the slight bend in the lift brackets. Since I've no experience with Colemans, I'll let someone else address what might cause that.
