Bike Rack with Camper and w/o Camper

Can anyone tell me of a bike rack that can:  hold 4 bikes, be used when our pop up is being towed, AND can be used on our tow vehicle without the pop up?

P.S.  For those of you concerned about our current tow weight, all is good.  We would only use the bike rack w/o the camper until we get a new tow vehicle.

How about using a 4 bike hitch mounted rack with this adapter?  Of course this would depend on your hitch weight.
