I have a 99 Windstar that I would like to use as a second TV. I want to beef up the rear suspension. I am considering air bags or Monroe Sensa-Trac shocks.
What has worked for you or what do you recommend?

I had a 1999 Windstar and it was my only TV for 3 years.  I felt the suspension was too soft in the back even when I wasn't towing, so I installed a set of Timbren Rubber Springs.  It took less than an hour to install them.  You just remove the little rubber "stop" on the rear axle and put the springs in their place.:)

I put the airbags on mine.  Shocks would pound you to death.  I found that it made the van perform better even without the trailer.  (Airlift, AirRide 1000, something like that.).
