Fresh Water/Hot Water Tank

We own a Jayco Eagle 12MK, is there anyway of filling the hot water tank with the 6 gallons of water it holds and the fresh water 22 gallon tank at the same filling, instead of filling up the fresh water tank and then going to our site and having the hot water tank take away six gallons for the hot water tank from the fresh water tank?

YES!
 
Connect the hose to the city water connection and then
 
Do you have an outside shower?  If so open the hot water valve on the outside shower.  The water will enter the water heater and push the air out the outside hot water faucet.  When water runs out the faucet the water heater is full.
 
If you don't have an outside shower you can vent the air from the water heater by pulling the over pressure valve on the water heater.  When water comes out of overpressure valve the tank is full.
