stuck surge brakes on 1 wheel?

Went to pick up our PU from being outside all winter.  It has surge brakes rather than electric.  I found that the brakes worked during traffic however, the right wheel is obviously sticking.  Not too strong but enough that the brake was getting hot and smoking some within 15 miles.  I stopped long enough to let it cool then took it back to the storage location again.  

Any suggestions on what to do?  as far as I know, I'm at least 45 miles to anyone that could service it.  I checked the brake fluid (it's full).

Any shop that does car brakes can do surge brakes. That's all they are. They just replace the pedal you push with a connection to a slider on the coupler. They will probably have to send out for parts as they aren't interchangeable with most automotive brakes, but they can certainly do the work.
