Filling the propane tank(s)

I did a tank exchange 2 wks ago, $19.00 plus tax.  That wont happen again.  I got a new grill and was dying to use it, the tank was on the old grill and empty.

I have an old style/old valve tank from my camper that is empty. Ive been useing the bbq tank when needed but want to get a new tank.  Would it be better to buy a new tank and have it filled or exchange the old style tank for a new style thats full?  Gas station I exchanged the other week advertised exchange of old style for &29.00 plus tax.
