looking for wheels that accept hub caps

i'm busy refurbishing my 1962 Trade Winds pop up.  Tires are 5.30x12 and the wheels are 4-bolt models.  And the wheels have tabs to hold the baby moon hubcaps in place.

i want new tires and wheels but all the wheels i find are minus the tabs for hubcaps.  these existing wheels are quite rusty and i'd like new.

anyone know who might carry a wheel with those tabs?

Is it possible to have these sandblasted and repainted , or is the rust so bad, it makes them not safe and useable?

can you transfer the tabs to the new wheels with some small spot welds?

i have thought about those options.  but local discounters have just what i need, tires inflated one the rim, minus the tabs, for aobut $60 each.  taking mine off, heading to a sandblaster, then a painter, or going to a welder, sounds like trouble and expense.

just hoping someone knows a source.
