 Go look through your owners manual, the one for our 99 described how to use a weight-distributing hitch WITH SURGE BRAKES. The short of it is that you angle the chains forward 30 degrees. This lets the trailer move forward against the coupler, applying the brakes. Also check out the Equalizer Brand WDH. http://www.equalizerhitch.com/
 If your tongue weight is to much it will unload the front of the van and you will get what feels just like sway. This can happen even without a trailer if the rear of the van is over loaded, add more weight on a pivot and it gets worse

 PopupSgtIf your swaybar on the van doesn t fix your problem, I am going to go against others here and suggest that it just might be the tires. I had some Uniroyal Tiger Paws on an S10 and hated them. I wasn t towing (often), so I can t speak to that, but I didn t like their grip on wet pavement or just their general performance. Being only a 2ply tire, it might have just enough flex to cause the sway. And too much (constant) flex is bad....it will heat the tire up, making flex easier to happen, and could cause a problem.
 
 I know this is an expensive " suggestion,"  and I don t KNOW that a tire change would help or fix the problem. HTH.
