hot water heater question

Assuming, again, that yours is similar to mine (and you know what happens when you assume...), there is likely a valve on the backside of the heater under the seat where the converter is located.  It will be labelled "BYPASS," in one position, and "??????," in the other.  (I don't remember what the operating position reads.)  Turn the valve away from the BYPASS position, and the water heater should fill when water is supplied to the system.

I've printed out this whole thread. Since we are going on a trip all next week, I'll be able to check out the hot water heater "problem." Let you know the outcome when we get back.
