So I did a search for adjusting the brakes on my Popup and I removed an oval plastic cover at the bottom but there is no allen bolt in order to adjust the brakes.  I have a few pictures incase I am missing something.

When in doubt go to the manual.  If you look at the second pic dead center there are nipples around the barrel that a flat head screw driver use to turn the barrel which then tightens the pads to the drum.

What ever you do, be careful not to let that tick that is on the tire bead in the second picture get on you and give you spotted fever or limes disease.

You mean "shoes" to the drum.

Just don't over tighten, and don't force the aduster star.

If the stars don't turn easily, pull the brake drum off, remove the adjuster assembly, take it apart, clean it with a solvent/penatrant like PB Blaster, and then coat the threads with copper anti-sieze and put it all back together.  Adjust the star a click at a time until the drum is locked, and then back the star off a click at a time, until you have just a light drag (you'll hear a slight scraping) of the shoes on the drum.  Too tight and the shoes won't fully release once hot, will drag on the drums and get hotter, and then you'll have a real meltdown on your hands.
