 I was looking through the bookshelves at work today and came across this " Emergency Response to Terrorism: Basic Concepts--Instructor Guide"  written by the U.S. Department of Justice and Federal Emergency Management Agency
 
in June 1997

 Showed it to a woman I work with, whose husband is a pilot for United Airlines.  She shivered.

 gsm x2Definatly!  This was not the 1st time the towers were attacked.  That certainly was wierd though.

 gsm x2Although the image is upsetting in light of the Sept 11 attacks, this document depicting the Trade Towers as a target is not really all that freaky considering the Towers were targeted by a bomb attack on Feb. 26, 1993.  So the date is really inconsequential.
  Being seen by many as a symbol of the fruitfullness of American industry, the towers were probably always had the  potential to be a likely target for terrorist activity. So using the Tower images in the pamphlet was probably equivalent to using the image of fruits and vegetables for a diet and nutrition pamphlet.
