Are you talking about the lowboy water pump that has come as standard equipment on a lot of popups? In the case of my Starcraft it came with a lowboy manual water pump made by Leisure Components.

You must have an electric water pump. When the water pump comes on, it draws a lot of amps, that will make your lights dimm.

If you using the camper's onboard water tank you would simply "pump" the handle up and down. If you are connected to city water you would hold the handle down and the water would flow directly ... to stop the water simply let up on the handle. When using the city water method it simply bypasses the on board water tank.

Should the pump action not work there is an air leak somewhere, usually where the water line connects to either the pump or the onboard water tank. Sometime the diaphram on the inside of the pump can go bad and on the site you referenced there is a repair kit which is a replacement diaphram.

As for the lights dimming when you attept to use the pump, maybe there's wiring coming to the area for an electric water pump and maybe they are not secured or have gotten into the wrong place. In the case of my little Starcraft there's no such wiring ... and the sink cabinet is away from the popup walls where wiring is located so no problems.

I have the 3 way. All the way up is 12v pump (dim lights). In between up and down is hand pump. All the way down opens for city water if connected.

So you are saying it should pump by its self if i hold the handle all way up?  It pumps fine when i action the handle up and down......will try the shore water when i hook up next time......the  on board storage works great and seems to be plenty of water.

Mine does (12 volt water pump). Easy to look and see. I have 3 water supplies to the faucet and 2 red wires (see em with faucet flipped over). City water, hand pump and 12v pump supply. The last 2 are t'd near the on board water tank.
All the way up makes contact between the wires - pump runs.
All the way down opens the city water valve, the harder you push the more it opens.
