Hydraulic Brake Question

I just bought a 2001 Jayco 14so . Last weekend we took it out for the  first time .We had a Great time. However I would brake lightly and I would feel the surge brakes grab .I have the hitch pretty level .Is this a common thing ,or do I need to adjust the Brakes ?
