Another C2 fuse problem

My daughter bought a 19?? Skamper with a C2 in it.  We tried to flush it when she got it home and it wouldn't flush.  Being a loyal reader of this forum I know that the first thing to check is the fuse.  I won't tell you how long I looked for the "x&;@*#" fuse and couldn't find it.  I thought I finaly found the fuse holder, without a fuse in it, I went to the auto parts place and came him back with a pack of 3 amp flat bus fuses.  As I went to install the fuse.  The fuse blaids were spaced the right distance so figured I'm Mr. Wonderful, no trailer can beat me!  I shoved that fuse up there and and it fell out.  When I tryed to instal the fuse again you feel no friction and a lot of free play but nothing that grips the blaids.  Can anyone tell me if this is in fact the fuse holder:



Are there thicker blades on some fuses?  As you can see the slots look like need thicker blaids, if this is a fuse holder in the first place.  Please, any info will be great.  If I don't figure this out, my poor little grand-children won't have a pot to p-- in.
